Mr. Lakshman Hulugalle who completed his secondary education
at St, Anne’s and Maliyadeva Colleges in Kurunegala
furthered his education by obtaining a Degree in Hotel
Management from the Sri Lanka Hotel School. He then
followed a Diploma course in Advertising Sales and Marketing
at the Sri Lanka Institute of Marketing.
He is currently the Director General of the Media Centre
for National Security of the Ministry of Defence Public
Security and Law and Order and the Vice Chairman of
the Ceylon Fisheries Corporation. Mr. Hulugalle was
the Chairman of Sat Net (Pvt) Ltd. Company during the
period from 2001 to 2006. He was also the Director of
the Channel 9 TV service from 1997 to 1999. Mr. Lakshman
Hulugalle has also functioned as advisor and consultant
to the Ministry of Youth Affairs, Sports and Rural Development
in 1995. In 1994 Mr. Hulugalle worked as the Coordinating
Secretary of the Minister of Labour and Vocational Training.
During 1978 to 1990 he was the Coordinating Secretary
of the Minister of Land and Mahaweli Development Ministry.
Mr. Hulugalle also worked as the Coordinating Secretary
to the Hon. Minister for Plantation.
Mr. Lakshman Hulugalle has gained immense experience
by attending numerous International Conferences and
workshops since 1970s. Mr. Lakshman Hulugalle was a
member of the Sri Lankan delegation that took part in
the celebrations organized to commemorate 30 years of
diplomatic relations between Sri Lanka and South Korea
in September 2007. In 2006 he was a delegate at the
conference of Media and Terrorism held in Cyprus. In
1995 he attended the Asian Youth Ministries Conferences
in New Delhi and the Commonwealth Youth Conference in
Trinidad and Tobago. He was also a delegate at the Trade
Fair during the U.N. head of state conference, organized
by the Ministry of Rural Development in Copenhagen,
Denmark in 1995. Mr. Lakshman Hulugalle was also a delegate
at the 1st Youth Conference in Mauritious in 1987. In
1985, he attended the Asian Youth Conference held in
Tokyo, Japan. The conference was organized by the Youth
Affairs Administration Management and Coordinating Agency,
Prime Minister’s Office, Tokyo, Japan. In 1979
Mr. Hulugalle was the leader of the Sri Lanka delegation
to the Asian Youth Conference held in Tokyo, Japan.
Mr. Lakshman Hulugalle both edited and published the
“50 A Beginning”; a commemorative book on
Hon. Gamini Dissanayaka in 1992. Mr. Lakshman Hulugalle
has also produced many award-winning Tele films among
which are the film directed by Dharmasena Pathiraja
on the Mahaweli Project in 1987, and the Tele film “Pura
Sakmana” in 1988. “Pura Sakmana” Tele
film is the first Russian Novel to be translated to
Sinhala. “Sandagiri Pauwa” directed by Parakrama
Niriella in 1994, “Sankranthi Samaya” directed
by Ananda Abenaike in 1995 and “Chala Achala”
directed by Andrew Jayamanna in 1997 are a few others
that Mr. Hulugalle has produced
