Mr. Lakshman Hulugalle who completed his secondary education
at St, Anne’s and Maliyadeva Colleges in Kurunegala
furthered his education by obtaining a Degree in Hotel
Management from the Sri Lanka Hotel School. He then
followed a Diploma course in Advertising Sales and Marketing
at the Sri Lanka Institute of Marketing.
Currently Mr. Hulugalle is serving as the Director-General
of the Media Centre for National Security, Director-General
of the NGO Secretariat of the Ministry of Defense and
the Deputy Chairman of the National Livestock Development
Board.
In the past he has also served as Vice Chairman of Ceylon
Fisheries Corporation from 2006-2010, Consultant to
the Ministry of Youth Affairs, Sports and Rural Development
in 1995, Coordinating Secretary to Hon. Mahinda Rajapakse
Minister of Labour and Vocational Training in 1994 and
Coordinating Secretary of Hon. Gamini Dissanayake at
the Ministry of Lands, Land Development and Ministry
of Mahaweli Development from 1978-1989 and Ministry
of Plantations from 1989-1990. He was also Chairman
of Satnet (pvt) Ltd and Star Tv Lanka (pvt) Ltd from
2001 to 2005.
Mr. Hulugalle gained a wealth of experience by participating
in several international seminars and workshops.
He represented Sri Lanka at the ICRC Peace and Security
Summit in New York in June 2010, Trade and Investment
Summit in Korea and the 30th Commemoration of the Nippon
Maru Friendship Society in Japan in 2009, Forum on Trade
and Investment Promotion held in Korea and Japan in
2008. In 2007 Mr. Hulugalle was part of the Sri Lankan
delegation to attend the 30th anniversary commemoration
of the Korea-Sri Lanka Diplomatic Relations.
He represented Sri Lanka on a seminar on Media and Terrorism
in Cypress in 2006 and in 1995 Trade Exhibition (organized
by the Ministry of Rural Development) held in Concurrence
with the Conference of Heads of States of the United
Nations in Copenhagen, Denmark . He also participated
in the Youth Ministers’ Conference held in New
Delhi, India in 1995 and Youth Ministers Conference
of the Commonwealth Nations in Trinidad and Tobago,
West Indies in 1995.
He represented Sri Lanka first Youth Conference in Mauritius
in 1987 and in 1985 he represented Sri Lanka at the
International Youth Conference held to commemorate the
“International Youth Year” in Tokyo, Japan
organized by the Coordinating Agency of Management and
Administration of Youth Affairs and the Office of the
Prime Minister.In 1979 Mr. Hulugalle led the Sri Lankan
Delegation at the Youth Conference organized by the
office of the Prime Minister held in Tokyo.
He published the books of“Ape Kalaye Weerayo”
in 2010 about the lives of His Excellency the President
of Sri Lanka Hon. Mahinda Rajapakse and Secretary Defence
Mr. Gotabhaya Rajapakse -the giant force behind the
successful humanitarian operations from 2006 to 2009
and “Ohu Mahinda Nam Wiya”, a collection
of experiences highlighting humane qualities of His
Excellency President of Sri Lanka Hon. Mahinda Rajapakse,
in 2006. In 2002 Mr. Hulugalle both edited and published
the “50 A Beginning”; a commemorative book
on Hon. Gamini Dissanayaka.
Mr. Lakshman Hulugalle has also produced many award-winning
Tele films among which are the film directed by Dharmasena
Pathiraja on the Mahaweli Project in 1987, and the Tele
film “Pura Sakmana” in 1988. “Pura
Sakmana” Tele film is the first Russian Novel
to be translated to Sinhala. “Sandagiri Pauwa”
directed by Parakrama Niriella in 1994, “Sankranthi
Samaya” directed by Ananda Abenaike in 1995 and
“Chala Achala” directed by Andrew Jayamanna
in 1997 are a few others that Mr. Hulugalle has produced.
